AB 1790, endorsed by GPCA, will repeal the scheme, known as "Water's Edge" because it allows corporations to hide profits offshore. A January 2025 Policy Brief from the Climate Center lays it all out.
The fossil fuel companies alone avoid paying about $150 million/year. The total avoided tax of all multinationals that should be in the CA budget to help pay for essential social and environmental needs adds up to $3 to $4 billion per year. AB 1790 is part of a larger campaign targeting all these multinationals called UnRig California.
A 2015 U.S. Senate special investigation found that by offshoring profits Chevron had $31 billion in UNTAXED profits through subsidiaries in 13 different tax haven countries. Estimates show such income shifting schemes results in $300 billions in profits being removed fro the U.S. tax base annually.
